May 24th – Pembroke – In 2019, Pembroke City Council was introduced to the concept of installing splash pads in the town’s recreation centre and provided Parks and Recreation staff to continue Seek the green light for funding.
Three years later, the concept became a reality on Monday, with town staff, sponsors and the Pembroke Regional Chamber of Commerce celebrating the milestone by cutting the ribbon on the newly erected splash pad.
“Everyone is very supportive of that,” said Phil Harper, director of Pembroke Parks and Recreation.”I can’t tell you how grateful I am for that. It’s been a long process — a little over three years — but look, we now have a splash pad.”

The splashback will be open to the public Saturday from 10am to 7pm and Sunday from 1pm to 6pm.It will be open every day during the summer on June 4th.There is a $2 cash fee.
The finished splash pad comes with a variety of devices, including a flower that squirts out a burst of water and a bucket that periodically pours out gallons of water when full.The splashback also includes a shelter and ticket office/pumping station, as well as a bench donated by Lumber River United Way.
“Obviously it’s very hot and humid here in this part of the state. We have kids and parents who call us every summer wondering if there’s a pool in town or where their kids can go to get wet and get out from the heat As of now, it’s just been a blessing for me to see it come to fruition,” Harper said.
The steps that led to the splash pad opening were fraught with a series of disappointments, starting with the town’s neglect of a North Carolina Parks and Recreation Trust grant.After being rejected, Harper called in a series of sponsors who pledged thousands of dollars for the project, but then COVID-19 came along.
“Through COVID, we all know COVID, all of our sponsors stuck with us, everyone stuck with what they said they would do, and that’s a big thank you,” Harper said.
The second time proved to be the charm, and in the next grant cycle, the department received a stronger application from Recreation Resource Services for a $178,750 North Carolina Parks and Recreation Trust grant in 2020.This provides the seed funding needed to advance this over $300,000 project.
Georgia-based Great Southern Recreation began work on splash pads in 2021, but encountered a series of delays of its own.
“A lot of the features are coming from Canada, and that’s really what stuck with us the most — with COVID, and then a lot of the parts coming from abroad, and then the lack and labor,” Harper said.
Councilman Ryan Sampson said it was the determination of the town’s staff that put the splash pad into action.Sampson said it took years to build a middle school football program.Getting a splash pad has the same struggle.
“It’s been a long process, we know that, but you guys just got into the ground and didn’t stop,” Sampson said.
“Starting something, having an idea, being passionate about it, having that dream, it all starts with a dream,” he added.
“It’s just a step toward what we want to do in this small town,” Sampson said. “I think young people are a really important thing that we need to focus on. The more we invest in the community, The more rewards we get.”
“This is just another huge step forward for our entertainment complex, many of the projects we run here…” Councillor Channing Jones added.”This is a huge asset for our community and for our children, we all know that the more our children participate in these activities, the more well-rounded they become. We want to continue to invest in our community. ”
Mayor Greg Cummings recalls the 1950s when his pool was thought to be a 55-gallon bucket.There were no recreational parks to go to during that time.
“It’s for the community – especially for those who don’t have a pool, for those who can’t go to the beach and really enjoy themselves, but it’s for that part of us…so it’s a good day for us Recreation center,” Cummings said.
